The Missouri Building Entrepreneurial Capacity program is a cornerstone of Missouri Technology Corporation’s investment strategy and supports entrepreneurs commercializing new technologies while enhancing Missouri’s innovation economy.
The program funds organizations and programs aligned with the Catalyzing Innovation Report and supports proposals through either Project Support or Operations Support funding.

MOBEC Project and Operations Support
Applicants must specify whether their proposal is for Project Support, which funds a singular project or program, or Operations Support, which can be used for ongoing operations and multiple initiatives tied to the organization’s mission.
Grant proposals may cover one-, two-, or three-year implementation plans, with maximum award levels of $150,000, $325,000, and $500,000 respectively.

For the 2026 cycle, the application period opened on September 18, 2025, the final submission deadline was October 29, 2025, committee presentations were scheduled for early January 2026, board approval for late January 2026, and the grant period start date for April 1, 2026.

Rural energy and efficiency
USDA Rural Energy for America Program (REAP)
REAP provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems and energy efficiency improvements.
Eligible uses include solar, wind, biomass, hydropower, geothermal, hydrogen, efficient HVAC, insulation, lighting, refrigeration, pumps, and replacement of energy-inefficient equipment.

REAP Grants and Loan Guarantees
Loan guarantees are available for up to 75% of total eligible project costs, grants can cover up to 50% of eligible project costs, and combined grant and loan guarantee funding can reach up to 75% of total eligible project costs.
Eligible applicants include agricultural producers and rural small businesses located in eligible rural areas, generally with populations of 50,000 or less.
